Okay so if I have my web address and then I pay for it to be changed if a user of my forums types in the old address will it redirect them to the new web address

If you buy a domain from forumotion the users remain.

yes but YOU HAVE to activate "Force the URL redirection" in your admin panel>> General>> Forum Address>> domain name.
so, All the old addresses of the forum will be redirected towards the news
