How do I stop members deleting their accounts?

There used to be a way of stopping members from deleting their own accounts but I can't find where the settings are for it? That is, of course, if the setting still exists?

It's really annoying me and my fellow admins on our forum because there has recently been someone who was very offensive to another member, using really abusive language, but the bully deleted his account before we admins/mods could sort things out. We were unable to punish him accordingly because he had got away.

If anyone could point me in the right direction I'd be most pleased.

I think when you delete members, there should be a little box you can tell them why they were deleted. I know when you are deleted you get an e-mail telling you so, and this way it would ALSO include the reason WHY you were.
I would like to delete certain members who have been inactive for several months without sending an email or alerting them. Is there a way to do this? Thanks.
