Why can't I post?

I know I am probably just missing it, but I've looked through the FaQ, Rule and Tips, but can't find the info.
Why can't I post in certain areas? or say even SEE the Introduction area?

Hi,

There are certain permissions granted for certain users.

If you have 50 or more posts, you can open a new topic in the Forum discussion.
Otherwise, you are able to reply to any post in the forum, except to those in the FAQ, Tips & Tricks, announcements.
There is NO introduction forum, however, there is a Introduction THREAD which is in the Forum Discussion, as a Pinned topic.

If you don't mind, I've one more question. How do I create a new thread in the Forum Promotion area (/f18-games-rpg to be more exact)? It says you have to be an Admin.
