how do I make a rank for members of the admin?

ACP -> Users and Groups -> Rank Administration -> add an ADMIN rank -> Go to user profile -> Change their rank to admin

Add a rank named web master ... go to the users profile in admin panel and add the rank to them

Administration Panel>>Users & Usergroups>>Users>>Search Users

Locate the member's username. Press it, and the profile will load.

It should be this one: Detil User

Type in the username of the member you want to give the rank to. Press the username so the profile will load. Scroll down to the bottom to give rank.
