Mods and admins cant change profile fields of members

Okay... so... I have recently tried changing somebodies warning bar to 75% instead of 100% and I can click the 75% picture but can't validate it
I have a mod who has tried the same thing, and was unsuccessful
The only way to change somebodies profile fields is to do it through the admin panel.
Is anybody else experiencing this or is it just my forum?
