How to change colors of forum

Hey guys, I've tried changing the colors of my forum on my palette and it doesn't work. Here's screen shots of what colors I want to change!
For the 3rd one, I was wondering if you could adjust the width of the smileys box, so I could fit like 5 smileys in a row rather than 2, thats not a color issue, it's a width adjustment. And the steps on where to go if you can edit the width of the box!
Help would be appreciated ASAP!

Ok ya my color pallette doesn't work AT ALL. How do I change the font? and the lines in between? Like when you go to your color palette, it's the "Row line color". I cant switch that either. Thats all I need help with, then this can be "done"!

Ok. The table I know how to do. Ok. Now moe questions, answer them accordingly to their number please!
1. The white border with the font right above the table (it's white), how do I adjust the color of that?
2. How to adjust the color of the grey area with the ads that was highlighted in blue, AND the font colors!
3. How to change the font that's in the table (the blue font, I know how to adjust the small black font)
4. The grey area right below the table that says "overall top 20 posters", "todays top posters" etc, AND the font for that.
5. How to change BOTH fonts (black and blue) for the white are below the grey area
6. How to change the grey area at the very bottom, AND the font.
Lots of help needed haha!

Ya like I said before the color pallette only works for like 1 thing, and thats the small lettering haha. Only the CCS stylesheet works. \
