How to make thread like "Announcement and Updates"

How do I make the thread in my forum in the same pattern as posted in below link:

I mean is this any template or use any code, because it looks different than other threads, so how could I do this in my forum, I mean in the same pattern or any other.

Hello,

that what you see there are BBCodes. That's a chart with BBCodes and any pictures, which are embedded.
You have to use BBCode, or if you have allow it, HTML.
One hint: There are several charts.

How could I get several charts because default BBC Code does not give look what I asked, so where I can get these?
