I can't make "Special Users"

I am trying to make my friend an Administrator or my forums as well as myself. I try to make him one by going to the administration panel, and then i go to users, and i click on his name, it says "Rank Title" and then i click on that and i click "Admin" but it does not make him an administrator? How am i to make him an Administrator? Also, How do i make other people moderators of my forums?

From Users & Groups => Groups => Group Administration => Administrators => Add a member.
