Can't figure out how to sticky a post..

I can't seem to find the sticky button in threads and i don't know where to look in the admin panel. I looked at the thread on here how but it's not really helping me.

when you post a topic go to the bottom. . . look for options. . . then Post topic as: normal or sticky or announcement or global announcement..>
