Help: How to add in warning bars & online banners

I have seen graphics for them, and this site uses them... but which settings allow me to activate the warning bars?
Also, if someone is online on this site, there is a small banner diagonally that says 'online'. Would I be able to do something simular for my site, some sort of graphic that shows when users are online or offline?

2. Administration Panel => Display => Pictures and colors => Pics management => Advanced Mode => Buttons => Online : url of the image. Save!
