You should activate the widget from the Administration Panel => Modules => Portal & Widgets => Forum widgets management => Forum widgets general options => Display forum widgets : Yes; Also, be sure that the column in that you'll put the widget could have 180px width:
Width column 1 (left)
Width column 3 (right)
Width column 1 (left)
