Forum Description Help

Hello there!
As you know, each forum has an area where you can post its description in the AP, and it shows up just under the forum title in smaller print. However, I ran across a forum some time ago (though I can't remember where the site was, unfortunately) that had it set up where the description of the forum did not show up on the index, but rather appeared only when the cursor scrolled over that particular forum--it would show in a mini pop-up next to the cursor in small print.
Is there a way to do this on phpBB2, and if so, what must I do to make that happen?

Install Tipsy on your forum:
http://onehackoranother.com/projects/jquery/tipsy/
Go into templates, and put the Forum Description in a tipsy popup.

I'm not exactly sure how to install this on my forum...I looked for an installer, but haven't found one. Am I missing something?
