I created a new group and added members to that group. I selected the sections I wanted that group to moderate but they are unable to ban members. And YES I did go in General>Forum>Security and allow them to ban members but they still say they don't see the button...

Like what sections they are supposed to mod? Yes they are aware of that.
I created a new category called "Super Moderators" and allowed them to moderate almost the entire forum as opposed to just the "Moderator" group which can only mod a particular section of the forum. But neither can ban people...

I meant as in were they need to go to Ban a member?

You click on the profile of the user you want to ban. Scroll down; It says
''Administrate user : Profile - Ban this member''

Yes, when they go to a user and their profile, where I see that ''Administrate user : Profile - Ban this member'', they don't see that.

Yes, they are appointed moderators to the correct sections, and they can move/stick threads, just not ban people.

if your group its not moderator cants ban people..

Fixed it. I had to delete the groups and make them again with the same parameters and apparently it fixed itself. Weird...
