Weird announcement glitch

I have this error in my announcements. I only have three announcements in total, but no matter what I do it shows that annoying cyan line whenever it's scrolling/not scrolling
Is there any possible way to fix this?
No matter what forum version I use, the glitch is still there.


Could it be an error in the CSS? Please help me Smile

Orly? Then it must be my monitor. Sorry about this, I guess this is solved. I will see if the monitor for this computer is working correctly.
