I have comments from member he wont make new topic then forum say like this
New members are not allowed to post external links or emails for 7 days. Please contact the forum administrator for more information.

what i wont to do please help

Check here:

Administration Panel > General > Forum > Security

Unauthorize members with less than a week registration to post external links and emails : (Check the No box)
