Okay, some back story. Recently, a member of gamefaqs has been threating members of my site that he would hack us all. We have calmly responded to him (in general) and he has indeed hacked some members accounts.
I went off for around an hour, and came back to find that the two Admins (myself and a test account I created) have had their passwords changed. I cannot access the site at all using those accounts. I managed to create a new one (requires approval from an admin, but i do that through email) so now I can see what is going on. So far, the hacker has not changed anything with the site, just made it that I cannot access the admin accounts.
My main question is, is there anything I can do about this? Is there any way to get the passwords changed back so I can get back on? Possibly block his IP address (assuming he isn't using a proxy)

I am trying to use that link. When I have logged in and chosen changes, it says they have taken affect, but they actually have not

What changes are you doing?

I restored the forum, removed the ban, and removed the 'Disallow to send a new password to administrators and moderators'

When you do a restore, it reset the founder's password on the forum to the one that the founder used to create the forum.

Ah, I had changed my password since then too. I ended up using the 'access admin panel' option, and got on. Is there anything I can do to prevent this happening in the future?
