Links not opening for guests

In the past, when guests clicked on links the links would open. Now they don't. You have to be logged in as a member to open a link.
Is there a way to revert back to the way it used to be?

To enable Guests to open links on your forum go to Admin Panel>>Advanced>>General>>Forum>>Security>>Disable external links to Guests in messages>>No>>Save.
