Is there any code to do cross browsing for all browsers? Any ideas, please help me! Thanks

Cross-browser refers to the ability for a website, web application, HTML construct or client-side script to support all the web browsers.
Usually IE 6 or better doesnt support a border glow script or HTML5. With cross browsing, this will make the border glow and HTML5 possible in IE and Firefox.
I want my forum to support all web browsers. Any HTML or CSS to solve this problem?

There is no specific code that will make ALL browsers support EVERYTHING.
It depends on what you need to do. There is stuff like CSS webkits for older browsers.

However, I personally think it's insane to attempt to add CSS3 support to IE6 and IE7. You must remember who is using those browsers...people with old systems and slow hardware. Adding something like this will grind their systems to a halt, and they will NEVER return to your site!
It's best to just pop up a note telling those users that they should upgrade their browser. Those old systems will have no problems running Firefox 3.6, which supports most CSS3 properties. Here is a download link for the latest release of FF3.6:
