Is there a way to control the maximum amount of space that members can take up with their attached files? For example, if my forum has 1000 Mb, would I be able to set it so that members can upload no more than 250Mb of files? I am not talking about the upload limit, but rather space restrictions for the overall number of attachments that a user has.

You can edit everything you want there, like maximum attachment size in your case.
