How to disable private messaging for one user?

For some strange reason my members can not send forum messages or receive even though I have the option enabled. How do i go about fixing this? thanks

Posts before private messaging

My idea: Setting a limit of posts before the ability to send private messages. This way someone cannot register and send spam to your members. Admin should get to set the limit from the control panel, for instance 100 posts before members can PM.
