The ability to allow moderators to do certain things in the forum (eg: Ban Users....) or disallow them to the standard settings.

Disallow the moderators to ban is already possible (Administration panel -> security). But if a mod can't lock, delete, merge, split, move topics/posts, it's useless for her/him to be a moderator and you muts choose your moderators conscientiously.

I know in invision powerboards you can change what a moderator can do, you can only allow them to edit, or just stop them from deleting, ect.

You have today the possibility to allow or not moderators to ban the members. This right given to moderators is only the choice of all administrators. Have cute decision, it's better !!!
Also, using private settings on differents boards, you have also the possibility to give only to administrators the right to delete message.
For the rest... I think this is a decision of morality and trust... Chosse correctly your moderators and it wil be ok.

I have to say no because if a mod doesnt like a member, they would ban them, Sorry.
