I am suggesting adding a external CSS option so that we can customise pages for mobile devices, printing etc.

I don't think you have to worry about the mobile version pages of your forum.
If I'm correct and if the techies do it right ... one of the future updates will include a hi/low fi version of your forum.
do you think an external CSS would solve this?

I would like to customise such that it turns out something like a Lo-Fi version on mobile devices such that it fits almost perfectly to the screen and better readability. We could also add the option of customised printing layouts in our external CSS.
