On my forum i came to want to add some HTML to the forum title, but, i couldnt use speechmakrs "" and it couldnt work 
I suggest this is implanted, very simple to do so and can be useful

I voted no. I cant see how this can be useful and i have never seen any website/forums having speech marks in the forum title.

Not the forum title, the forum description. And i have an important reason for needing it.
