Permissions for construction mode

Hi Guys,
Im making a forum at the moment for my scout group but i don't want them to see it till its finished BUT i would like some users to see it so i was thinking to do like a permissions feature were the admin can choose who can see the forum and who can't.
I think this would be good for another case were an admin is constructing but wants to let his moderators see.
I know people will tell me to add them to the admin group but i see this way as being insecure.
