Can someone make a forum banner for me please?

I would like the figures above to be surrounded by kind of like a blur. I want the blur to turn into like a blue that matches the dress that Kimloveable2 is wearing. I want there to be text at the top saying:
You'll have a pawsome time with us!
And I want there to be other text in the middle that flashes and says:
Bearville Forums
in dark blue text
I want it to be about the same size as my current banner

The colored corners will fit straight into the top color of your forum, so don't worry about that (if you are going to use my banner).
