Dear All...obviously there will be an option that a member when login in the chatbox...he will see an option to activate voice chat...if he does, only then he can hear other members n can say sumthing...but if he doesn't...he wont be able to listen or talk..just like in yahoo conference...

I doubt it would be done. It would take up alot of data and could be annoying in the chat box. I think further improvements to the chat box should be made but thats not for here.
Without much more information what it sounds like is that you want Ventrillo or Teamspeak in your forum? I personally would love to get a Vent server included with my free forum but I doubt this will happen as it costs forumotion to purchase a licence.

Me and my friends have taken to watching TV shows while talking on PS3 voice chat. Leads to many great rigging of TV shows and Ghost Adventures is bad enough to work.
