You can delete background with photoshop. (background eraser tool)
After erase save the picture png format.

Try to geuss who this is. The only filter i used was the ripple filter. I smudged the rest with a tiny paintbrush xD it took like an hour, and it sucks. oh wait now that i undo all the stuff i did use another filter. . .
