I have this tagged, but there will be a potential delay because I won't be back until approximately 35 hours for personal occasions. I'll get onto the review right when I get back.

Generalities

1. First Impressions (Score: 2/10):
   I guess I'll go out and say this immediately. Your layout sucks. No offence or anything, but black does not work well with your forum at all. Also, you can see white corners everywhere on the layout. You should definitely get that fixed up.
   
2. Index Appearance (Score: 3/10):
   Despite the dirty layout, you have a nice banner, navigation bar, and homepage message image. Furthermore, anything else that I would happen to suggest would be that you reduce the width of your forum. I have to scroll over to the right a little bit just to read the new posts in the discussion forums. Another thing you could reduce in width would be the widgets because they are pratically stretching the page even more. Please get the width reduced, and that would be a lot better.
   
3. Categories & Forums (Score: 7/10):
   Whenever I hovered over the discussion forum tables, I couldn't see any text or anything because there was just a filling of white filling up the whole table. You really need to get that fixed as soon as possible.
   Besides that, I'd say you have a nice assortment of categories and discussion forums, but it seems you have way too many categories; so, I'd suggest you break down some of the categories so there won't be much.
   I'd also suggest you forming the first three categories together becayse they are all related forum-wise, and having them seperated is just reducing the amount of room on your forum's index.

Forum Style

1. Banner & Navigation Bar (Score: 10/10):
   Banner
   The banner fits the forum, and it's simple. I like it. It also fits the navigation bar as well, but the only thing I don't see it fitting into would be the black layout you have. Anyway, the banner is still a very nice and simple image. Nice work. 5/5
   Navigation Bar
   The navigation bar is perfect for your forum, but not for the layout. As I stated above, the black layout does not work well with the images. However, the navigation bar is pretty nice anyway. 5/5
   
2. Forum Layout & Color Scheme (Score: 1/10):
   The layout isn't good at all. The black doesn't work out for a forum like yours. May I recommend more of a blue-on-white layout instead or black.
   
3. Images & Icons (Score: 2/10):
   The discussion forum icons are just plain images. If I were you, I'd search up some nice-looking icons - maybe some from Icon Archive? Anyway, the ones you have are just cut-off images with backgrounds. Try searching / requesting for possibly some blue icons (so that they would fit your forum's banner and navigation bar.) Nevertheless, they are still original, but I'd go for some other icons. If you would like me to help you out with them, it'd be my pleasure to help you make some- just give me a notice via PM.
   Also, the PM icon in users' profiles is made to be French. Try using a PM icon such as the one here on the support forum, and replace it.

Forum Moderation & Groups

1. Staff Population (Score: 10/10):
   There's 3 members of Administration (including you), 3 members of Global Moderation (High Moderation), and 2 members of Moderation. That's an indeed nice amount of staff. You should keep it at that amount.
   
2. Staff Groups / User Groups (Score: 10/10):
   You have a perfect amount of usergroups, and I see nothing wrong with them. Great work!

1. Post/Member Ratio (Score: 10/10):
   

   Our users have posted a total of 14780 messages
   We have 169 registered users
   

   
   If you divide all of your posts into each member of the forum, it'd ratio to about 87 posts per member in total. That's a wonderful amount of posts per member, and it's very successful. Great work and kudos to your members
   
2. Discussion Forums Activity (Score: 6/10):
   Several of the discussion forums' last posts were on late July and early August. Be sure to get some posts coming in for all sections everyday so the forum will look active and professional. However, many forums' last posts were today or yesterday, and that's pretty great. Be sure to keep that up.

Definitely change the layout to something more like blue-on-white instead of black.
