My First Impressions... well, my first impressions were quite nice. Since I have dial-up internet, your background took me a few seconds to load, so I was able to see that, and it was pretty good if I might say. The banner is very fitting to the forum, and the forum style is great. However, the homepage message isn't working that great for me. You have it scrambled up everywhere; use this code (I even improved it):

Overall, my first impressions were indeed appealed. However, I do think the forum is a bit too black, but I'll get into that later on in the review.
- Categories & Forums (Score: 7/10):
I like them; you kept the forum-related section at the top, the main discussion sections in the middle, and the general section down at the bottom of the forum. There's only one thing I see that's wrong, and it's that you put spaces between your question marks, commas, and most of your periods in the discussion forum descriptions. Definitely get that fixed.

Forum Style
- Banner & Navigation Bar (Score: 8/10):
Banner
Absolutely perfect! It fits the theme brilliantly, it definitely stands out, and I like how you have all of the James Bond stars in it. Awesome work on the banner!
Navigation Bar
First of all, your navigation bar would look a lot better being centered instead of justified to the left. Second of all, the 'Register' button isn't that great; it keeps flickering black and white, and whenever it's black, it looks all pixelated and ugly. Try getting a graphic designer to get that fixed. Other than that, you're set for your navigation bar.
- Forum Layout & Color Scheme (Score: 7/10):
As I stated earlier, the solid black color isn't that great, and it looks too dark for James Bond. Maybe, you should get something more grayish instead of black, but hey... that's just my opinion. I think it looks good in black too, but the blackness makes the blue links on your index barely stand out. If you are going to sticky with the black background, then you should probably think about changing the text color to something more brighter- like white or something. You still did an okay job on the layout and color scheme either way, though.
- Images & Icons (Score: 8/10):
The 'New post', 'No new post', and 'Forum is locked' icons are perfect! They really stand out if I say so myself. Nothing wrong with the forum icons. ^.^
The Who Is Online? image... it's okay, but it seems a little too basic. It's nice and fitting, but I don't know... I think you kinda need something that doesn't have a white background in the image.

Population & Groups
- Staff Population (Score: 5/10):
Basically, you have 2 Administrators (including you), and that's all I know of because if the 'Admiral' group is actually a Moderation group, then you only have one moderator, and that moderator is already an administrator (so I don't see the point in why that is so.) I'll only give you half credit for this criteria since I don't really know much about the usergroups.
- Staff Groups / User Groups (Score: 5/10):
The only usergroups I know of are the 'Admiral of The Fleet' (which is obviously the Administration staff group since you are in it), the Graphic Designer usergroup, and the VIP usergroup. That's basically all that I am acknowledged to, and I don't really know what the 'Admiral' usergroup is. Once again, half credit.
Usergroup total: 10/20
Forum Activity
- Post/Member Ratio & Quantity (Score: 10/10):
Our users have posted a total of 5185 messages
We have 94 registered users
If you divide up all of those usergroups into all of your members, then that tallies up to approximately 55 posts per member. That's really good; keep up the work.
- Users Active (Score: 1/10):
Members connected during last 99 hours : Bond Crazy, bondaholic, connery, Connor, ELVIS, JBCRobot, JBCTester, Kino, Major D.Smythe
Considering it being the users active in the past 99 hours, things are looking too hot for this section of the review. It appears you have had only 10 member active in the past 99 hours, and like I said, that's not too good. Try to work on sending out newsletters to all of your members as well as inactive account notifications to all of the users that haven't been active on your forum.

Overall Mark: 67/100

Conclusion
What could be done to improve your forum:
Try your best to maintain members. Keep some activity coming into your forum, and try not to let it walk out of your forum.
The best thing I like about your forum:
Definitely the banner and icons. Great job on those!
Great work, and best of luck to you and your forum!
