i think moderators have power to change their usernames even the username change is off in the regular members

i don't agree with both
because some members that are spammers may change and change their username and may confuse mods and admins finding spammers. So for me no.
about the mods, they should get permission from admin before changing their username for several reasons.

I don't know what to choose, but if you have moderators that are spammers? Then I think you do something wrong and not the TS who give a suggestion.
A moderator have always another color then a regular member, with administrators too...
And if a moderator changing there name to much, why is he/she a moderator then? I think he/she isn't worth it.
I think (what with all kinds of option is) it is an option. If you don't want it on your forum you can set it out. It's a permission you can give. Isn't?

i dont think this should be possible...
if anything the mod should simply ask the admin to change their name manualy for them
