Design and Layout

Background and Theme (Score: 6/10):
First of all, as I'm viewing your forum index, I'm not very fond with that huge 'Register Now!' fixed image at the bottom right of your forum. It's very huge and distracting. If you were to keep it, I suggest that you make it at least 35x35px and have an option beside it to allow you to hide it from your screen.
There's four more problems I see in the general outlook of your forum. The first problem that I see is that the 'Facebook Games' icon is centered whilst the other icons are aligned at the right. If I were you, I'd get the fixed. The second problem I see is the 'Who's Online Image?'. I suggest that you should change the background to black so that it will blend in with the black theme that you have. It looks a little bad having it the way it is with the background you have on it now. The third problem that I see is that all of the text on your forum index is centered. You most definitely have a div tag in the homepage message that is causing all of the centered text; and to fix that, end the tag with either </span> </div> or </center> (depending on what specific html tag you used.) And lastly, the category headers that you have for the categories and forums is really messy. The text that you have on them blends in with the title of the category, and it looks like crap. If I were you, I would just keep the background of it, but remove the text and add the Facebook symbol (the little 'f') so that it won't be overwriting the category titles.
Other than those cons, the forum theme is really nice and Halloweeny. I like it; great way to show the spirit of the holiday! By the way, the falling effect is great; the little ghosts are cute.
Banner (Score: 10/10):
The banner is really, really good and definitely fitting with the theme. I like how you have the motion blur effect on the text 'facebook forum' as well as the description under that text. Very nice work... perfect score!
Navigation Bar (Score: 2/10):
The navigation bar is perfect, but the only problem that I see with it at the moment is that it doesn't fit with the Halloween forum theme. Maybe you should add a more Halloween-related navigation bar that blends together with the theme. But irrelevantly, the naviation bar is really good if you were to have it only a regular blue-on-white color scheme theme.
Icons (Score: 10/10):
I love the pumpkin icons. They're really cool and fits with the Halloween theme. I really like that, nice work.
The discussion forum icons are nice as well. I like all of the images you used to make them.

Oh it's because you are using Explorer. Now I fixed the centering problem (Thank you so much for telling me how to fix it!!), the categories look good and the categories picture is now centered.
