1.Group/Staff Population(10/10):
First, I can't access the groups page because you disabled it for us so I'm not sure how many staffs are there, I'll base the review on this criteria on the colorized name on the forum, I'd seen a total of 3 staff members on the forum(not sure), which includes 1 administrator, 1 moderator and 1 technician, the total number of staff members on the forum looks good for 35 members, let's get further on the review, there is 1 admin as I'd seen, 1 admin is brilliant for now on the forum, you don't need to add more or you don't need an assistant yet unless the forum is under control, once the activity rate of the forum increases, then you can add admin to assist you, I'd seen 1 moderator as I'd seen, 1 moderator is also ok for now, you don't need to add more moderation members unless the forum is under control as I'd mentioned above, 1 technician is also good, looks good, remember to maintain nice amount of staff.
2.User Groups(9/10):
The total amount of groups on the forum is 3, you had less groups but it looks nice for a starter forum, you don't need to add more, it also looks nice that all the groups there have nice functions and they can easily be understood what is their function, nice work, nothing wrong with the colors of the groups, but I can also suggest you to add some interesting groups if the forum gains more members, this will make the forum more interesting, one thing also I can suggest you is to make the admin group have it's full name which is 'administrator', having it will make it look more professional, so try to adjust that. But you had a nice work here.
3.Post Member Ratio & Quantity(5/10):
The total number of messages on the forum which is 1077 looks good for 35 members only, this is a good activity for a starter forum, but 1 thing I saw negative on this criteria is I didn't saw any forum having the latest post made today and yesterday, this shows that the forum is inactive and guests will mostly go away, I also saw some forums have no posts and some have less poss so my suggestion here is to keep posting on the forums having less activity to attract more guests, but nice work you earned 30 post member ratio, just keep posting and posting to keep the forum running!
4.Users Active(6/10):
There are several members connected last 48 hours, it's also considered many, even though there are only about 6-8 members being connected last 48 hours, it's still considered a nice work for a starter forum, I also saw almost all of the staff members are active, you also had a nice work having 12 members being most online, send out weekly newsletters about the latest updates on your forum to get the inactive members back and get some activity rolling back on the forum.
