1.Definition: This option allows you to create a announcement to be displayed in all forums and / or subforums in one shot. 2.Activation: That option is in the same place that other post options, in part below : 
3.Permissions: To allow members to create a global ad or an ad you have to put, as usual permissions on categories and forums for members or groups: PA > forum > general > categories and forums 
4.Example:
