Graphic Design & Layout

Graphics (Score: 15/20):
Banner
The banner seems a bit too tall for me. It also seems more like a drawing than an image and the quality could be improved a bit. I think the Shinobi Bonds should extend over the entire image instead of just the right side. I would also suggest removed the Whos Really Your Friends? text and moving the created by to the bottom right and make it smaller.

I like the green outer line. It fits well with the rest of the image and it isnt very distracting.
Navigation Bar
These really dont fit with your forum. They are more of a disco type nav bar. I would suggest a nav bar that represents Naruto or anime in general. Its also very different from your banner. They dont match in the least. Im sure you can find something better by searching in the ForuMotion Gallery.
Forum Icons
Im not quite sure if they relate to Naruto or Anime, but they are just your average forum icons. You could try finding some that relate to your forum to make it seem more relevant, but its not necessary.
'Who Is Online?' Image
This is a good image, but I think this is too big as well. It does fit with your forum theme as well as your skin/template, but it takes away from the actual statistics. I would suggest either keeping the image the same size and making the text in the stats section bigger or making the image smaller and keeping the text the same size. Another thing I like about this image is the font size. It relates to your forum topic very well.
Forum Layout & Colors (Score: 6/10):
The colors are extremely inconsistent. There are too many colors in my opinion. There is gray, green, red, black, a lightish green, and blue. I would try to stick with 2 main colors that work well together and then use lighter/darker shades for other things.

As for the layout, I think that there is too much text/space before you can see any categories or forums. The banner is really large and the text is long. I would suggest either removed the text completely or moving it somewhere else in the forum.
