Generalities

First Impressions (Score: 16/20):
Ok from the start, two things immediately jumped out at me. The first thing was the border around the banner. It looks very professional and matches the background theme exactly. It also has a shadow that benefits the look. I also noticed the forums directly below it use the same table. Now, the second thing that stood out to me was the banner in the table. It doesnt look all that great having a blue banner on a gray table. Another thing is that I think the banner should take up more space. I also think that the edges should complement the table a little bit better. The table has round edges while the banner has sharp edges.

Now I was scrolling through the forum and I was looking at the widgets and I saw that they are off the table. Each one of them goes onto the black background. The next thing I noticed was that you have a lot of forums, possibly too many. It took me a long time to scroll through the forum.
Categories & Forums (Score: 6/10):
You really have too many forums in my opinion. I also think you might want to consider changing the hierarchy so the forums dont seem so bunched together and crowded. Next, the Rules and Important Topics are the most important forums, so they should be listed first. The staff section should be last so it doesnt interfere with the regular users experience. The shops category only has 1 forum so I suggest either moving it to another forum as a sub-forum or adding more forums to that category.

Graphic Design & Layout

Graphics (Score: 14/20):
Banner
If you take the banner off of the table, I think it looks very good. It lets me know exactly what your forum is about. I really like the shades of blue and the text looks the same as the text they use in the show.
Navigation Bar
These buttons match your banner a little bit which is a good thing. Im not crazy about the font though. I would also make the FAQ button a little larger is its closer to the same size as the others. One thing Im a little confused about is why the register and Log in buttons blink at the same rate when they are different buttons.
Forum Icons
The New Posts icon is fine in my opinion. But I dont see what the tda button has to do with no new posts. I would just have it say no new/no posts/no new posts without the animation. The Forum Is Locked button is fine.

The images in the descriptions of the forums are really way too big. They take up a lot of space, distract users from the text, and take up more space than anything else on the forum.
'Who Is Online?' Image
This image is good but I think it needs to be slightly larger. I cant read the text above the Who Is Online text though. Just make it a little larger and I think it would bew ok.
Forum Layout & Colors (Score: 8/10):
Ive mentioned this plenty times before so Ill keep this short. Everything complements itself. There is a lot of gray which is excellent. The only things that really break the pattern of gray are the banner and the nav bar, but they match so its a lot less notable.

Population of Groups (Score: 7/10):
Well at first I thought you had way too many groups for only 244 members. However, the sizes of the groups are very good. Each group has several members and is well populated, so good job there. I dont like the fact that everyone has a colored named. It makes everyone seem important and you dont know who is who.
Staff Groups / User Groups (Score: 3/10):
After a good start, this wasnt very good. You have 7 admins for only 244 users. Thats way too many. My forum has 2 admins for over 4000 members. Your forum amounts to 1 admin for every 35 users which is way too low. After the 7 admins, you have 4 moderators which is even more unneeded. That amounts to 11 staff members for 244 users.
