Announcement on Homepage and Portal?

Currently, you can only have the announcement on: Homepage, Portal or all pages.
People complain of lag if it is on all pages.
People on portal will not see homepage announcement and vice versa.
Wouldn't it be better to have only a homepage and portal announcement so you see it in portal and homepage but not when you are typing a message or reading the posts?
How come we can't have it show ONLY on Homepage and Portal?
