You should be able to set up a feature where when a member wants to sign up, they need to fill out a form that the admin makes and when they press submit the application form will be sent to the admin through PM and then the admin can either accept the user into the board or deny the user.

Well you can already make it so that admins can activate new members so I'm voting no.

yeah I know that but you still don't know anything about the user. this suggestion is taking it a step further. It can help prevent spam

Don't see a reason to check the application. Its not as though its a interview, anyone can write anything.

In admin panel, you can still see their profile (what they have filled during the registration), and you can add more required fields to find out more about members.

Uh, you can do this, with Profile Fields combined by Admin Activation,
