maybe not in all forums, but like under the permission when you edit a forum could you add an option for allowing guests to post an attchment?
This way it can be restricted to certain forums. Like for example:
I am a game maker, I have a site for the project team, but we want to have a public forum where guest users can donate artwork and work to help move the games along, and while we would not want the guests to be able to post on every forum if you could choose that right individually.

Here at VGH we have been thinking of ways to give back and reach out to the forum members. What better to reach out with a FORUM SWEEPSTAKES! (YAY!)

Members can add attachments. This way they can add a picture or something, without having to host it first. Even if each member only had a tiny bit of space, or a limit of 5-10 files so they could attach just a few things. And if they wanted to show more
Can a feature be made where you can upload file attachments:
I have noticed that this feature is on a lot of free forums and I have found the feature very useful in the past.
