More Control for Dice Rolls

Hi there, I will make what I am proposing short. 
1) Have the option to choose only certain topics that the dice can be rolled in. This one is fairly self-explainitory-- this way, you have people rolling dice in the "Roleplay" forum, and not in the "Music and Art" forum!
2) Choose only certain groups that can roll certain dice. For example: Mage can roll "Heal" dice, while Warrior can only roll "Attack" dice.
3) If you had three dice (eg: Attack, Defend, Escape), the person can only choose one of these dice. This way, they cannot Attack and Defend at the same time!
4) As an add-on to number 3, if possible... Choose limit on dice rolls per dice type. This way, somebody doesn't abuse the system by rolling "Attack" twice, if you only want that one to be used once.

Would there be some way to add or link the dice rolls to the chatbox, with a command like /dice xDx (3D6, 1D20, etc).
And maybe a feature to auto-add the total of multiple dice, for example 3D4 displaying as (2, 4, 3) 9.
