i think its on the rules that copyright so no one is making the theme if is not for sure many people will make it.

It doesn't seem all that hard to have a design like this. The first step would have to be is change your forum version to phpBB3. Next step is pick a skin, modify the skin, than do a couple of custom images.

I think that this forum used alot of CSS editing, custom backgrounds and such. You can make a theme close, but not exactly the same.

Just recreate it. But you can't use the images and everything because it might cause you to get banned. The easiest thing to do is go off what you want. Do you like the colors, the switch to PHPBB3 and change the colors similar to this forum.

That theme is protected by copyright, theme never will be public.
