(Anti-Cheat system) The new members with less than a week (or month) can not vote

Hi,
My suggestion is that the new members with less than a week (or month) can not vote.
I think this is good Anti-Cheat system.

P.S. In many cases, there is an Important voting, like (Moderator Election Poll, ........)
so, sure the member will try to make multi account for voting.
i think will be very good to make the new members with less than a week (or month) can not vote.

umm, there already is a feature for guests not to vote on the forum permissions. Its already on the administration panel.
