New members cannot register?

on my forum i have ticked yes to "allow new members" yet when someone trys to register it says that the Administrators have forbidden any new members.
i cannot find any other setting on the administration panel that allows new members just the one under user&groups and that is ticked as yes.
members have registered in the past and i have edited the site alot since then but i have not changed the allow new members option and i cannot find anything else that would not allow new members.

i really need assistance with this because if i cant fix this il have to start again.

is there another option to allow new members that i might have ticked as no by accident?
is there any other options that could stop new members from joining?

I suggest that an admin be able to pre-register members from the Administration Panel. It is surprisingly useful, especially for forums that are switching over.
