How do I make sub sections?

I create a category with a name, and put forums within them, but they don't seem to separate into different sub sections.

try Display > Structure and Hierarchy
It should give you a page called 'Index Packing' with 6 options. Try them out until you get the kind you like
You're probably after Split Categories on Index with No or Medium index packing (2nd row option 1 or 2)
