Have you given your moderators moderation rights? Admin Panel>Groups and Users>Group Administration

Did you check on the users profile? Down the bottom?

Do you have a moderators group that has the boxes checked giving them moderation rights?

Do you have a moderators group? If yes, follow the following.

Click Perms

on the group you want to give moderator rights to. Then tick the boxes and save.
