Can You Make A Topic Sticky and Locked (SOLVED)

How do I make a topic sticky and locked, I added some rules in each category, and I would like to make it Sticky and locked, so the rules won't fall down where nobody can't see it.

See the buttons I marked on the picture, choose the one you wont to make it sticky, or global and click send. That will stick it on top.
