ok so when i change the skin it like lags out and dosnt change only parts of it!

Don't install the skin via admin panel. Just install the skin from hitskin.com

Like half of the new skin will be there but half of the old skin will stil be there.

Well, install a phpbb3 skin initially & then install whichever skin you want to install. See what happens then.
