The code you copied is the end of a div box and a html comment. These won't help you much with making a message appear to guests.
If you are trying to do what I think you are then you could always adjust the message that is displayed in the pop-up login box to display the message you want guests to see as the message would be seen by those who are not logged in when they visit your forums.
To do this you can go to "Admin Panel > General > Forum - Configuartion" and then scroll down to where it says "Login popup". You could then turn it on and enter the message you want guests to see into the box and then hit the "Save" button to confirm.
