People Can not register No I agree Link!! help please

ok i am having a major issue a friend pointed out to me today. my site when people go to sign up they can not register? see?I have no link to agree to rules? i have new members allowed on. as well as forum is not in construction or on holiday.....some please help me fix this.

edit mods can close this i figured out what i did.
i edited this line
<a class="genmed" href="{U_AGREE_OVER13}">{AGREE_OVER_13}</a><br
to say 18 instead of 13 for some reason it killed the link. idk why but i reput the 13 and its alive again .
