Is there a way to set restrictions on admins and moderators??? Like I want admins to do everything except manage user groups and changing the code. I want moderators to have access to the ban panel. Stuff like that.

I can't say whether it will be implemented or not. You can give your vote in those threads. You never know it might get implemented.
