How do I make it so that new users dont have to wait seven days before posting external links? I'd like it to be given to them instantly

Administration Panel >> General tab >> Security >> "Prohibit registered members for less than a week to post external links and emails:" >> Select no >> save

Go to that special access forum, click
edit the permissions (you may need to click the Advanced Mode link) so all members (or whatever you want) can reply to posts. Then click save.

you are talking about your own forum or a forum you administrate right?
Because you can't just access a special-access area of someone else's forum
If it's a forum you administrate, you'll need to find the forum section that limits posting to some users. Then you can do as I said above ^

I think that you should not only have the right to ban and ipban the member but i think you should also be able to "mute" and "Ipmute" them for different reasons because its not as harsh as a ban because they can still look around just
